9-29-24 Special Board Meeting Minutes

The meeting was called to order at 4:00 pm with five (5) Board members at Roger Pence’s house. In attendance were Roger, Aleena, Dan, Don and Peggy.

The Items discussed were:

  1. Removing all parking signs so everyone has equal access;
  2. Delete Vehicle Tow Warning and old Etiquette letter from website
  3. Place new Etiquette letter on websites and send out to all email addresses.
  4. The existing complaints and problems emanating from the tenant at Lot 62.

After discussion, the resolutions reached were:

Items 1-3:

Peggy made the motion that we remove all parking signs, adopt the new Exhibit A, Schedule of Fines and the Etiquette letter. Roger seconded the motion. The attending Board members approved unanimously. The new documents will be posted on the websites.

We also agreed to delete the old Etiquette letter and Vehicle Tow Warning from the old website.

Item 4:

It was suggested that we meet with the owner and their tenant to remind them that we’ve been fielding complaints for almost a year and have tried to work with the owner and tenant to no avail and even more complaints.

Aleena will make up a form to be posted on the websites for all residents to fill out when making a complaint based on the new Enforcement Resolution.

The meeting was adjourned at 5:22 pm

After the Board meeting, Roger sent an email to the owner of Lot 62 asking for a meeting with Board members. The owner answered that the tenant is planning to move (this has been told to us in the past) and that he’s sorry for the inconvenience. The owner was informed by Roger of two things:

  1. The tenant must cease and desist from working on vehicles starting 10-1-24
  2. The Board of Directors will be keeping track of the violations to our Enforcement Resolution and CC&Rs and will start fining for every reported complaint we receive starting October 1, 2024.

Later, the owner was told that the canopy in the driveway must be removed immediately, as that’s another infraction.

We’re asking all neighbors affected by the noise, odors and nuisances emanating from Lot 62 to continue to send us their complaints with pictures, times, dates and descriptions of the violation. Complaints may also be filed with the City of McMinnville (City Complaint Form: https://www.mcminnvilleoregon.gov/cd/webform/online-code-complaint-form) for the illegal practice of working on cars in a residential neighborhood, etc.
